US Secretary of State Marco Rubio will visit India next week to deepen energy cooperation and the broader strategic partnership, the US Department of State said on Tuesday, October 13. He is due in Mumbai and Jamnagar from October 17 to 22 after first travelling to Samarkand in Uzbekistan.

The State Department said Rubio will meet senior Indian government officials to strengthen bilateral ties, exchange views on regional and global developments, and discuss prospects for enhanced energy cooperation. He will also meet business leaders to promote commercial investment and economic engagement.

Second India trip this year

This will be Rubio’s second visit to India since May, when he attended the Quad foreign ministers’ meeting hosted by External Affairs Minister S. Jaishankar in New Delhi and also met Prime Minister Narendra Modi. Those talks covered trade, energy, defence, maritime security and related issues.

Before India, Rubio will take part in the C5+1 ministerial in Samarkand with Uzbekistan, Kazakhstan, Tajikistan, Turkmenistan and the Kyrgyz Republic. A US commercial delegation of more than 200 business leaders is expected to accompany him on that Central Asia leg, according to the State Department.

Why Jamnagar matters

Jamnagar in Gujarat is home to Reliance Industries’ refinery complex, described as the world’s largest single-site facility, with a capacity to process about 1.4 million barrels of crude oil a day. The stop underlines the energy focus of the tour.

In March, President Donald Trump said the United States would build its first new refinery in 50 years with investment from Reliance Industries, naming a proposed facility at Brownsville in Texas. The Jamnagar visit sits against that wider energy and investment backdrop between the two countries.

Trade talks still in play

The announcement comes as India and the United States continue to work through a bilateral trade agreement that has faced delays. Speaking at the Bloomberg New Economy Forum in New Delhi on Tuesday, Jaishankar said his sense was that the issue was “heading towards a landing point,” even as Washington’s changing trade policies force partners to recalculate their economic relationships.

Finance Minister Nirmala Sitharaman had said on October 5 that the talks had reached a plateau, with further concessions becoming harder for both sides. Jaishankar’s latest remarks suggest discussions continue and that a resolution remains possible, without confirming that a final deal has been struck.

What comes next

Rubio’s October itinerary gives New Delhi and Washington another high-level chance to advance energy, investment and strategic coordination while trade negotiations remain unfinished. Officials on both sides have pointed to energy diversification, critical minerals, technology and defence as areas of interest alongside market access.

How far the visit moves either the energy agenda or the trade talks will become clearer once Rubio meets Indian leaders in Mumbai and Jamnagar later this month.
